Shimi directs the engineering, permitting, and delivery of FEMA-compliant flood mitigation solutions, ensuring site-specific design, compliant integration, and long-term resilience.
Based in Naples, Florida, Shimi’s purpose is to help Southwest Florida’s commercial, institutional and critical facilities become more resilient and flood-ready for future storm events.

Challan Guerrero | Construction Director
Expertise: Nearly 25 years of hands-on local experience in commercial and residential construction. He specializes in metal framing fabrication, glass products, custom installations, and hurricane-mitigation systems throughout Southwest Florida.
Role: Directs day-to-day field operations and technical installation teams across Southwest Florida.
Armando Perez | Construction Foreman
Expertise: Over 25 years of experience across a wide range of commercial and residential construction trades. An extensive hands-on expertise in fabrication, assembly, and installation work, with a core specialty in concrete, exterior walls, and hardscape construction.
Role: Supervises workers on a job site ensuring safety, managing schedules, and making sure work meets quality standards.
